MINUTES

CALL TO ORDER - 1:00 PM
Board President Miranda Evans called the meeting to order at 1:00 p.m.

President Evans announced two opportunities within the agenda for public comment.

APPROVAL OF AGENDA
Director Murry moved to approve the agenda for the June 20, 2023 Regular Meeting; seconded by Director Schreiber.

APPROVAL OF MINUTES
June 6, 2023 Regular Board Meeting
Director Hagglund moved to approve the minutes for the June 6, 2023 Regular Meeting; seconded by Director Murry.

SUPERINTENDENT'S REPORT

1. Donations: Deborah Rumbaugh
Superintendent Rumbaugh presented the donations.

2. May Financial Report: Ruth Floyd
Ruth Floyd, Executive Director of Business Services, presented the district's financial status for May 2023; she highlighted the Executive Summary, Budget Status Reports, Budget Capacity Report, and presented a Food Service Program Report. 

3. Harassment, Intimidation, and Bullying (HIB) Report: Ryan Ovenell
Ryan Ovenell, Deputy Superintendent, presented an update on the district's Harassment, Intimidation, and Bullying (HIB) Policy and Procedure. Deputy Ovenell highlighted the HIB data for the 2022-2023 school year, breaking down the data by elementary, middle school, and high school. 

4. Food Services Report: Don Vennetti
Don Vennetti, Director of Food Services, presented a Food Services update which highlighted the number of meals served for the year as well as information on the Summer Food Service Program. Director Vennetti also shared the legislative impacts of House Bill 1238 (providing free school meals) and how it could impact students in the Stanwood-Camano School District.

5. Staffing Update: Maurene Stanton
Maureen Stanton, Executive Director of Human Resources, shared a Staffing Update highlighting the impacts of budget reductions on Certificated, Classified, and Administrative staff for the 2023-2024 school year and noted the district was able to absorb some of the staff reductions due to budget cuts through retirements and resignations. 

CONSENT AGENDA

President Evans offered anyone in attendance the opportunity to speak to items on the Consent Agenda; she offered board members the opportunity to pull any items for discussion. There being none, Director Hagglund moved to approve Consent Agenda items 1 through 13; seconded by Director Murry.

7. Approve the Interlocal Cooperative Agreement Resolution 2022/2023-008 

8. Approve the Safe Schools and Threat Assessment Services contract for the 2023-24 School Year

9. Approve the Northwest Education Service District 189 (NWESD 189) Legal Services Cooperative Agreement for 2023-24

10. Approve the Interlocal Agreement for the Fire Service Training Program for the 2023-24 School Year

11. Approve the Memorandum of Understanding with Building Administrators to reduce furlough days from five days to three days

12. Approve the Personnel Report dated June 20, 2023

13. Approve the Bills and Payroll

PUBLIC COMMENT

Citizens wishing to address the Board are asked to submit online requests using the PUBLIC COMMENT link or email [email protected] two hours prior to the board meeting start time. For those attending the meeting in person, request forms are available in the boardroom for submission prior to meeting start time. Citizens who wish to provide documents to board members will hand them with to the Recording Secretary for distribution after the meeting. The Board President will call upon individuals who have requested to speak during the Public Comment section of the agenda. Individuals will state their name for the record and will be allowed three minutes to speak.

There was no public comment.

SCHOOL BOARD DISCUSSION

1. Second Reading, Personnel Policy 5001, Hiring of Retired School Employees
There were no questions. Policy 5001 will be moved forward for a Third Reading.

ITEMS BROUGHT UP BY BOARD MEMBERS

Director Hagglund reflected on the school year, commenting that is felt strange school is already out and that it went by so quickly and adding she is looking forward to summer and for the chance for everyone to take a break. Director Hagglund shared that while it never feels good to have to reduce staff she is grateful for the work done to retain a majority of staff.

Director Bayes expressed thanks for the work done by Human Resources and Finance to retain as many staff as possible and for the reports given at the meeting. Director Bayes shared she enjoyed attending the Stanwood Elementary School Open House. 

Director Schreiber echoed Director Hagglund's remarks of gratitude. 

Director Murry shared she was grateful to take part in the graduation ceremonies at Stanwood High School and Lincoln Hill High School, adding this is a very positive part of their job. Director Murry shared she is excited for everyone to take a break and get some rest this summer and commented she is looking forward to some summer weather.

Director Evans commented that graduation is her favorite time of the year and that she enjoys the end of the year activities. Director Evans shared she was able to attend the 8th grade promotion at Port Susan Middle School and commented on the recent open house events, noting there was positive feedback and they were well attended. Director Evans reminded everyone that there is only one board meeting in July and it will take place on July 5, 2023 at 1:00 p.m.

ADJOURN

There being no further business, President Evans adjourned the meeting at 1:37 p.m.
